GRANT APPLICATION GUIDELINES

NZCT FUNDING

NZCT's main focus is to provide funds for amateur sport. Around 80% of our grants are for sporting purposes. We also support other important causes, including rescue and life saving services, arts and community groups and education.  You may like to download our annual report to see how much money we generated and distributed in the last financial year.

 

NET PROCEEDS COMMITTEE

The Net Proceeds Committee of NZCT will consider all applications for grant funding. This committee comprises any three of the Trustees and/or Tony Gill, National Grants Manager. The committee meets at least monthly and is the final arbitrator of applications before signoff by the Board.

NZCT's Chief Executive is not a Trustee or a member of the Net Proceeds Committee. Therefore his voice is completely independent of the grants decision process.

 

THE DISTRIBUTION OF FUNDS

Funds are distributed to the local area where they were raised.  We also fund regional or national organisations, if they are believed to be in the interests of the wider community.

 

ORGANISATION ELIGIBILITY

Before applying for a grant, please check to see if there is an NZCT venue generating funds in your area.  It is also important to ensure that your organisation is eligible for funding. The main points are summarised below:

  • You can apply for funds if you are a non-profit group incorporated as a charitable organisation or association promoting charitable purposes. The grant purposes must comply with the Gambling Act 2003, Gambling Regulations 2004 and NZCT's licence conditions. Grants will not be made to individuals, to closed groups where membership is discretionary, or for private (rather than public) purposes.

  • Grant requests must be for future spending (ie: after your grant has been approved), not for expenditure already incurred.

  • We will not fund things that have already been funded by another source (ie: we will only fund the net cost of an activity).

  • Funds must be spent specifically for the purpose/s approved by NZCT. These purposes must be of direct and immediate benefit to your organisation.

  • We do not fund fundraisers.

 

MULTI-YEAR FUNDING

On 15 September 2011 the Government amended The Gambling (Class 4 Net Proceeds) Amendment Regulations 2011 to allow multi-year funding in certain circumstances.  NZCT will initiate conversations with organisations that can demonstrate significant value and outcomes using multi-year funding.

 

WHAT OUR NET PROCEEDS COMMITTEE TAKES INTO CONSIDERATION

  • We prefer not to fund an organisation's standard operating costs (like rent or power bills).  Grant applications should only be made for activities or items that would not be possible without additional grant funding.

  • Our Net Proceeds Committee will consider the 'outcomes' expected from the grant funding.  The committee will be interested in how these outcomes are measured. 

  • It will also want to know if the grant is going towards your organisation's main priorities - we will generally be more inclined to fund 'must haves' rather than 'nice to haves'.

  • In considering your application we look at the other activities your organisation is doing to meet its financial targets.

  • We also look at how your organisation is making a positive difference in your local community.

 

ANNUAL REVIEW OF GRANTS CRITERIA

The Gambling Act 2003 requires us to annually review the criteria, methods, systems and policies we use for distributing our net proceeds.  The February 2012 review by Trustees resulted in some minor amendments:

1.  NZCT re-affirmed its commitment to supporting amateur sport and will maintain a distribution ratio of at least 75% to sport.  Trustees also confirmed that they are favourably disposed to supporting the arts, heritage and culture.

2.  It will now be mandatory for organisations that receive $50,000 or more in NZCT's financial year to report on the outcomes the NZCT funding helped them achieve.

SPORT

Grants will only be made to support amateur sport. By this, we mean any amateur sporting activity, organisation or club that is:

  • Affiliated to a Sport NZ recognised national body; and
  • Genuine and real (has standards, rules, etc); and
  • Played on a regular basis as part of a significant competition; and
  • Open to public membership

Most expense items necessary to play a sport, apart from those of a personal nature, will be considered. This includes: uniforms, ground maintenance, sports equipment, first aid kits and coaching.

Travel and accommodation costs for teams attending tournaments in New Zealand will be considered provided costs are actual and reasonable and an official invitation or itinerary endorsed by the host's national body is supplied. NZCT no longer funds overseas travel.

The following items will NOT be funded:

  • Professional sports, apart from where a professional is involved in coaching, training or development of junior sport.
  • Grants to non affiliated or social sports clubs or teams, including those playing in corporate leagues.
  • Trade tournaments or sporting events staged primarily for commercial publicity and/or the benefit of a select industry group.
  • Affiliation fees, individual or team memberships and subscriptions.
  • Dress uniforms, footwear, training uniforms and personal gear bags.
  • Laundry costs, commercial gym fees and major medical costs.
  • Cash prizes or large non-cash prizes.
  • Grants to any sports facility run for commercial profit, such as 10 pin bowling centres, billiard parlors, 'country clubs' for golf, or clubs with closed memberships.
  • Trips for supporters and spectators, after match functions.
  • Grants to clubs that use commercial gaming machine hotel sites as a clubroom or sporting venue.
  • We do not fund overseas travel.
  • We do not fund privately owned organisations or ventures for personal gain.

HORSE RACING

Grants to racing clubs, including stake money for races, and maintenance of equipment and public facilities are permissible.

The following items will NOT be funded:

  • Facilities or services that would give commercial benefit to owners, trainers, jockeys, breeders or any other person involved in the racing industry e.g. the breeding of racehorses or the payment of jockeys.

MOTOR VEHICLES

Requests to assist with the purchase of vehicles will generally only be considered in exceptional circumstances and generally only for disadvantaged groups who require mobility to assist their members. Vehicles would generally be specially modified and ownership must remain in the hands of the applicant organisation.

The following items will NOT be funded:

  • Purchase or subsidy of vehicles intended for purposes associated with social functions.
  • Tyres, servicing costs or repairs to motor vehicles.
  • Vehicles that are used for commercial or private activities.
  • Mileage claims.

SALARIES

Application for wages and salaries may be considered providing that the payment of a wage is necessary to achieve an authorised purpose, will clearly result in development of the applicant organisation and the request is supported by a signed employment contract and listing of key performance indicators. In order to ensure community funds are effectively applied, the effectiveness of the position must be measurable by the applicant organisation.

SOCIAL ACTIVITIES

The only social activities which may be eligible for a grant are those that directly benefit disadvantaged groups or are considered by the Net Proceeds Committee to be for the benefit of the wider community, e.g. public concerts and seasonal community parades or festivals.

The following items will NOT be funded:

  • Events which are principally social in nature (e.g. after match functions, parties and balls).
  • Provision and maintenance of facilities set up to provide social activities.
  • The purchase of alcohol, food and refreshments, paying staff for bar work, and maintenance or provision of bar facilities.
  • Family reunions.
  • Entertainment in pubs or clubs.
  • Sporting trips for supporters or spectators.

ADVERTISING

Grants for advertising will be considered provided the activity or event to be promoted is entirely non-commercial and benefits the wider community. This includes:

  • Advertising to encourage participation in amateur sport.
  • Promotion of public amenities such as parks or museums.
  • Advertising for charitable appeals.
  • Advertising for non-profit cultural events.
  • The following items will NOT be funded:

    • Commercial advertising that does not have a clear community benefit.

EDUCATIONAL PURPOSES

Grants for essential, safety-related or sporting equipment for educational or training organisations, including kindergartens, play centres and schools will be considered on a case by case basis.

Grants for scholarships for further education or personal development leading to a wider community or sporting benefit, will be considered on a case by case basis. Generally any approved grant would be made to the education provider rather than the individual.

The following items will NOT be funded:

  • Educational resources, building projects or other items which would generally be regarded as core educational needs and the responsibility of the Ministry of Education.
  • Training which will result in commercial gain or career-orientated qualifications e.g. tertiary studies for individuals.

POLITICAL ACTIVITIES

NZCT does not fund activities that support political candidates or parties.

The following items will NOT be funded:

  • Electioneering or party political purposes.
  • Grants to lobby groups where the purpose is to influence a decision making process.
